The Department of Transport is very seriously considering the introduction of a Provisional Driver Licence. The important implications of this will be the zero rating on alcohol as well as a reduced number of points on the licence (at this stage probably limited to 6 as opposed to the 12 on a standard licence once AARTO is fully operational).
It appears that the “P” licence will be for a period of three years and will automatically convert to a standard licence. If the holder of a “P” licence is found guilty of a serious traffic offence within the three year probationary period, the licence will be revoked.
Note: From discussions with DoT, it seems that this will be retrospective too – so if someone has had their licence for less than 3 years the “P” licence becomes effective up until the 3 year anniversary of passing the driver test.
