Rules of the Road should be Adhered to at All Times

Question:

If there are no other vehicles in sight, is a driver obliged to signal that he's changing lanes or turning? I ask because of the number of times I've narrowly escaped injury when I'm on foot.  Motorists don't seem to perceive pedestrians as fellow road-users.

The Rules and Regulations of the road need to be adhered to at all times.
